Customs uniforms, zero casualties, eight-minute exfil. The consistent $2M+ loop.
Enter the port, head to the manifest office, start the scope. Photograph all four container stacks — the game picks the contraband target based on your scope photo, so hitting all four ensures the drop.
Photograph every access point — gates, staff entry, side. Pay the staff entry close attention; it saves an entire disguise prep later.
Manifest Keycards (Level 1 and Level 2). Scope photo into the IAA outpost. Both keys spawn; only one is needed, but grabbing both shortens the run.
Patrol Routes — not skipable on Broker Disguise. Camera prep is not required.
Disguises — Customs Inspectors. This is what makes the Broker approach viable.
Arrive at the rear gate as a customs crew. Accept the shift hand-off from the real inspectors. Walk calmly — running breaks the disguise check on the camera over the staff entry.
Proceed to the cargo lifts, pass the IAA badge, descend to the manifest room. Grab the keycard from the drawer and move to the container.
Use the hacker's terminal. You'll have ~85 seconds of crack time — more than enough if you spread across both sides of the container.
Contraband is stacked in racks around the perimeter. Hit them in a clockwise pattern to avoid doubling back. Save the centre crate for last; it has the fewest units.
Exit via the stairwell you came in. Change outfits in the car park. Your sports cars are prepared topside — the timer starts when you hit the road.
Use the coastal expressway east. Police respond hard from central Vice City but scatter on the freeway. Stick together or the follow cam can break sync.
Cooldown is 72 minutes. Chain with a Leonida Keys setup in the interim — the timers overlap beautifully.
Between runs, check if a new Heist Challenge is active — the $50k daily top-up is small but compounds.
